Absentee ballots

When the Absentee ballots arrive the Town Clerk's office will make ballot packets and mail the absentee ballots to the customer immediately with an envelope for the sealed ballots to be brought back or mailed to the office.

The night before all elections the office will be open til 5pm for any outstanding absentee ballots to be dropped off.

Dog Licenses

All dogs 4 months and older must be licensed.

All dog license renewals are sent out in tax bills in December. If a customer is not a homeowner, they are mailed a renewal as well.

All customers have the option to send the renewals in by mail. They are processed and mailed out the day we receive them.

Regardless of when the license is obtained, the license shall be effective from: May 1 of each year to April 30 of the subsequent year.

Forms Required: Rabies Certificate.

Fee: $6.50 for Spayed or Neutered Dog $9.00 if not Neutered or Spayed. $2.00 Owner Senior 65 yrs +

Late fees apply beginning June 1st

NH STATE STATUTES    Some statutes are listed below.

466:1

Procuring License; Tag. – Every owner or keeper of a dog 4 months old or over shall annually, cause it to be registered, numbered, described, and licensed for one year in the office of the clerk of the city or town in which the dog is kept, and shall cause it to wear around its neck a collar to which shall be attached a metal tag with the following information thereon: the name of the city or town, year of issue of license and its registered number. The tag and license shall be furnished by the clerk at the expense of the city or town.

466:7

Additional Charge Where Payment of License Fee is Delayed. – In addition to the license fees provided in RSA 466:4, there shall be a charge of $1 for each month or any part thereof that the fees remain unpaid if said fees are not paid before June 1 in any year.

466:13

Forfeiture. – Whoever is the owner or keeper of a dog and who fails to license or renew the dog license pursuant to RSA 466:1 shall forfeit $25 to the town or city clerk of the municipality in which the dog is kept. If the forfeiture is not made to the town or city clerk within 15 calendar days of the notice of forfeiture, the case may be disposed of in a district court as a violation with a fine not to exceed $50, notwithstanding the provisions of RSA 651:2, IV. A Forfeiture shall not relieve the owner or keeper of the requirement of proper licensing of the dog as required by RSA 466:1.

Marriage Licenses & Vital Records

Marriage Licenses

Marriage licenses are issued at the Town Hall on Bond Street by the Town Clerk. If you plan on getting married in New Hampshire, you may apply at any Town or City Clerk's office. The license is valid in any New Hampshire city or town only.

There are two forms to be completed; the application worksheet and the license must be completed in person and signed by both parties.

The couple applying for the license should be prepared to provide the following information:

Additional Documents Required:

proof of age;
a certified copy of a death certificate of spouse, if applicant is widowed;
a certified copy of a final divorce or civil union dissolution decree, if the applicant is divorced or their civil union is dissolved;
a certified copy of an annulment decree, if the applicant’s previous marriage or civil union was annulled.

The license is valid upon issuance for up to 90 days. No appointment is necessary however the process may take up to 20 minutes.

Fee: $65.00 which includes a certified copy of your marriage license.

State Of New Hampshire Vital Records
In order to protect the integrity of vital records, to ensure their proper use, and to ensure the efficient and proper administration of the system of vital statistics, the registrar or the custodian of permanent local records shall not permit inspection of, or disclose information contained in vital statistics records, or copy or issue a copy of all or part of any such record unless he or she is satisfied that the applicant has a direct and tangible interest in such record.

The applicant, a member of his or her immediate family, his or her guardian or respective legal representatives shall be considered to have a direct and tangible interest when information is need for determination or protection of a personal property right.

All requests must be in writing and proof of idenity needs to be provided.

“Immediate Family” means: a person related either by blood or marriage and includes the following: mother, father, son daughter, brother, sister, husband, wife, grandfather, grandmother, grandson, granddaughter, great-grandchild, step-parents, step-children, aunt, uncles, nephews and nieces (no cousins).

TAXES - Frequently Asked Questions

What is the tax rate?
The 2010 Tax Rate has been set at $24.82 per 1,000 of assessed valuation.
What is the tax year?
Throughout the state of New Hampshire, the tax year runs from April 1 through the following March 31.
How often and when will I be billed?
There are normally two bills per year. The first bill of the year is an estimate, usually based on one half of the previous year’s tax. This tax bill is printed and mailed out in May. It is due July 1st. The tax rate is set by the State of New Hampshire Department of Revenue in the fall of the year after which the final bill is printed. The final bill is calculated using the new rate multiplied by your property’s assessed value as of April 1st less any payments made on the first bill. Mailed in the middle to end of October, the final bill is usually due December 1st each year. July tax bill covers April 1st - September 30 December tax bill covers October 1- March 31
What if my taxes are escrowed by my mortgagee?
Your bank or mortgage company should instruct you as to whether or not you need to send them a copy of your tax bill. It is always best to verify that they have paid your bill each time.
What if I didn’t get a tax bill?
Bills are sent to the address of the last known owner by state law. The Tax Assessor’s Office updates its records according to the transfer recorded and received from the Hillsborough County Registry of Deeds. Your attorney or closing company should have checked the status of taxes due. However, it is your responsibility as the owner to make sure they are paid and to advise us of any mailing address changes in writing. Interest at 12% per annum is charged on tax bills not paid by the due date. Also, interest at 18% per annum is charged on tax liens until paid in full.

Voter Registration

What you will need to Register to vote:

Please bring a photo ID. You must also bring...... proof of the following (see NH RSA 654:12):  Citizenship (birth certificate, US Passport, or Naturalization Papers); Age (any documentation showing birth date); and Domicile (if a Driver's License or other ID does not have your Brookline address on it, you should bring in either a car registration or a piece of mail showing both your name and Brookline address on it.)

Voter Registration and Party Affiliation Changes:

You can register to vote at Town Hall during normal Town Clerk office hours up until Sep. 2 (for the Primary).  No one can change their party on the day of the election, unless they come in to the polls as an Undeclared voter, voted, then want to change back to Undeclared.
