Present: At-large members Susan Adams, John Carr, Tom Moran, Bob Parodi, Laurie Perreault, Ann Somers; SelectmenÕs Representative Jack Flanagan

 

The meeting was called to order at 7:00 p.m. 

 

The minutes of June 30th were approved as written (Jack moved/Laurie seconded, voted 6-0 before Tom arrived). 

 

A draft confidentiality agreement was reviewed.  It was moved we accept them (Ann/Jack, 7-0), and to avoid delay we signed them as presented, with minor hand-edited corrections.

 

Susan reported that the ads for the position of Chief of Police had been placed as recommended.  John noted that the Police Chief web site had not responded, and he will talk with them.  He said also that we had just missed the July issue of the Police Standards and Training newsletter, but the ad will be in the August issue which goes out in late July.

 

Susan proposed a simple form for Rena to use to record incoming resumes and letters of interest in the job, showing name, date received, and number of pages; it was approved by consensus.  All materials will go to Rena to be logged in before the committee reviews them.

 

Susan offered a draft Candidate Tracking Form, to record where in the process each candidate is at any given time.  There will be one copy of this form only, kept in the master file at the Town Hall.  We decided to use a 1-3 evaluation score: 1 = high interest, 2 = interest, 3 = low interest.

 

We considered a multitude of procedural matters ranging from record-keeping to how to conduct the various fact-finding tasks assigned to the committee.  Many of procedures will be developed and refined as we move forward.

 

Moved by Bob, seconded by Laurie, any e-mails sent to the group as a whole will be saved as part of the record and kept with the minutes.  7-0 yes.

If any of us receives notices of interest in the job, the sender will be referred to Rena and any materials received will be passed to Rena to enter in the log.            

Pursuant to our charge to conduct fact-finding meetings with town personnel, three fundamental questions were proposed to be asked initially of each department head, and of all of the police personnel interested in participating in the fact-finding process; briefly: strengths required for the position, challenges seen, and helpful comments that may be offered. 

 

Susan and John will attempt to set up a group meeting with department heads for next week, which will be non-public to provide for a free flow of ideas.  Susan and John will contact police department personnel for confidential individual interviews; Laurie offered to help with these as needed.

 

At 8:00 Susan moved/John seconded to go into non-public session pursuant to RSA 91-A:3, II (b) to discuss resumes and letters of interest currently available.  Voted yes 7-0. 

 

The public meeting resumed at 8:42 and Jack moved/Bob seconded to seal the minutes; voted yes 7-0.

 

The meeting was adjourned at 8:44.              

 

The next meeting will be at 7:30 p.m. on Tuesday, July 20th at the Town Hall.  It is expected to be primarily non-public, to interview town department heads and to review expressions of interest.
